How to Get PRC from Directorate of Tourism — Step-by-Step Guide

PRC is issued after building sanction. Guide to the correct sequence: contact our team, stamp duty NOC prior to land purchase, DoT NOC for FSI, building sanction, then PRC.

The Provisional Registration Certificate (PRC) registers your hotel project under MTP 2024. PRC is issued after building sanction — not before. The stamp duty NOC from the Directorate of Tourism must be obtained prior to land purchase, even before the DoT NOC for FSI.

Step 1 — Contact Hotel Subsidy Solutions

Before any government filing, contact our team. We review your site, zone, and project scope, then prepare documentation for stamp duty, DoT NOC, and planning authority submissions in the correct order.

Step 2 — Stamp duty NOC (prior to land purchase)

  • Obtain stamp duty NOC from Directorate of Tourism before purchasing land
  • Must be secured before executing sale deed, lease deed, or property registration
  • Comes before DoT NOC for tourism FSI — never buy land without this NOC
  • Exemption: 50% (Zone A), 75% (Zone B), 100% (Zone C & STZ)

Step 3 — Purchase land & obtain DoT NOC for tourism FSI

  • DoT NOC is required before building sanction for tourism FSI
  • Planning authorities (BMC, PMC, etc.) will not sanction without this NOC
  • Submit site map, land documents, preliminary layout, DPR, and zone classification
  • Confirm unit type: hotel/resort (min. 10 rooms) or homestay/B&B (Category B)

Step 4 — Building sanction with tourism FSI

With the DoT NOC in hand, submit your development proposal to the local planning authority. Building sanction is granted with additional tourism FSI as per road width and MTP 2024 premium rules. Sanctioned plans are required for the PRC application.

Register on the Directorate of Tourism online system (MAITRI portal). Select "Provisional Registration" under Tourism Policy 2024. Upload sanctioned plans along with other documents. The DoT reviews eligibility against your approved building sanction. Typical processing takes 4–8 weeks if documents are complete.

Step 6 — After PRC approval

  • Commence construction — track all invoices for FCI documentation
  • Obtain fire NOC, health licence, FSSAI, and Travel for LiFE certification before COD
  • Apply for Final Registration Certificate after commercial operations begin
  • File annual claims for capital subsidy, SGST, electricity duty, and interest subvention
