Mega Tourism Project Thresholds Explained by Zone

Mega and Ultra-Mega classifications unlock enhanced incentives under MTP 2024 — higher SGST periods, larger interest subvention ceilings, and case-to-case custom packages. Both Fixed Capital Investment (FCI) and direct employment thresholds must be met.

Ultra-Mega projects (statewide)

Any tourism project anywhere in Maharashtra with ₹500 crore FCI and 800 direct jobs qualifies as Ultra-Mega. Benefits include 10% capital incentive (cap ₹25 Cr), 100% SGST for 15 years, 100% stamp duty and electricity exemptions, and interest subvention up to ₹75 lakh on loans up to ₹25 crore.

  • Higher interest subvention loan caps (up to ₹15–20 Cr depending on zone)
  • Larger interest subvention ceilings (₹30–50 lakh vs ₹20–25 lakh for MSME)
  • Priority processing through Directorate of Tourism
  • Custom incentive packages negotiable for STZ-designated destinations
  • Eligibility for MAHA Destination Development Program linkage

Employment counting rules

Direct jobs must be on payroll at the tourism unit. Contract workers may be counted if they meet policy guidelines. Employment must be sustained at COD and verified during annual incentive claims. Under-counting employment is a common reason for Mega classification rejection.
